What do you mean doesn't work? It would be much more helpful if you could describe what actually happens like "page is not displayed at all", or "alternate content is always displayed", or "javascript error of xxx is displayed" etc.
from what I can see, you only have a single line of JSP code in your example. Is there something dynamic you are actually hoping to achieve on the page? Also, a link to the problem page is the easiest way for others to investigate might be the issue.
