If the swf file is in the same dir as your HTML / JSP page, then it should work. Is your server correctly working for other JSP pages?
Do the swfobject test pages work for you? (making sure that you flash player is happy on the browsers you are testing against) If you right click in the area where the swf file is supposed to be (the blank area), so you get a "movie not loaded" message? Again, a link to your live page would be the easiest way to help.
