I forgot to mention, that, while it does not require any other tools, if you would like to take advantage of some of Swifter's features, the .swfs that you would like to add to your web site should be created using the Swifter Development Kit.fla - so Flash would be required. But, you certainly don't have to. Swifter makes adding existing .swfs to your site very easy.
