I started all over from and reencoded the .avi and recreated the .fla
file.
The pawnee.f4v, pawnee.swf, SkinUnderPlaySeekStop.swf and
expressInstall.swf file reside in folder /movies.
The test file, testdyn.php, is in the root folder and looks like this:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" "http://
www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
<html xmlns="http://www.w3.org/1999/xhtml"; lang="en" xml:lang="en">
   <head>
      <title>SWFObject dynamic embed</title>
      <meta http-equiv="Content-Type" content="text/html;
charset=iso-8859-1" />
      <script type="text/javascript" src="/js/swfobject.js"></script>
      <script type="text/javascript">
         var flashvars = {};
         var params = {};
         var attributes = {};
         params.play = "false";
         params.loop = "false";
         params.menu = "true";
         params.quality = "autohigh";
         params.wmode = "windows";
         params.base ="/";
         swfobject.embedSWF("/movies/pawnee.swf", "alternative",
"400", "300", "9", flashvars, params, attributes);
      </script>
      </head>
      <body>
         <div id=alternative>
            <h1>Alternative content</h1>
            <p><a href="http://www.adobe.com/go/getflashplayer";><img
src="/images/getflash.gif" alt="Get Flash player" /></a></p>
         </div>
      </body>
</html>

The video plays ok but the skin doesn't show and it starts
automatically in spite of the 'play' parameter.
A little step forward but still things that don't work.
