Yes right, but that's what I tried and it didn't works. The mouse cursur is 
always changing when hoover over links. And if user clicks, it opens a strange 
URL in the web browser.

Wait, I thought you wanted to disable *external* links?
To disable internal links, do:

    pdf2swf -s internallinkfunction=dummy file.pdf -o file.swf
