what does "German internet traffic" mean? AFAIK there is no IP field

Taking this into account, I would calculate "DE Internet traffic" as
(figures from RIPE's 2004-01 hostcount and weekly avg combined LINX
traffic):

 max: 28.023 * 2603007 / 3169318 / 0.9 = 25.572
 min: 28.023 * 2603007 / 3169318 / 1.0 = 23.015

 Avg traffic crossing DE-CIX is 14.24

 Hence percentage of all "DE Internet traffic" is between 55.7% and 61.9%
