In the past I have done some work on geographic information systems. There is a tool called mapserver that does a great job for rendering all kinds of maps. I wouldn't be surprised if some of the network weather map systems used mapserver to create the actual images. You can find mapserver at http://mapserver.gis.umn.edu/ Regards Oliver
