Nearly all those sites appear to be either leases or 'trades.'

This quote from the KTExpress article kind of says it all:

"With new technology, Frequency Modulation (FM) and internet available, the 
public finds no need of switching to short wave radio signals."

Even the Kigali Times 'gets it.'  Why can't we?  ;-)
