Another comment from the DW website is that DW "...seeks to reach decision makers and opinion leaders...", which was the same language (almost to the word) that the BBC used back in 2001 when switching off English language shortwave services targeting North America.
I remember very well the umbrage many SW enthusiasts took to that idea of audience targeting back in the day...
