To answer your question, maybe yes and maybe no.
A touchscreen device out of the box isn't accessible to a blind person.
However having said that touchscreen devices can be made accessible by
use of special software and different techniques of maneuvering around a
touchscreen.
For example the Apple I Phone is accessible out of the box using screen
reading software called Voice Over. Voice Over is standard equipment in
all Apple products.
When the screen reading software is active I can move my finger around
the screen and it will speak what is under my finger in synthesized
voice. When I want to activate something in an app I just "double tap"
and the appropriate function occurs.
There are a bunch of gestures, taps, and swipes that are used.
That's just an example of the kind of accessibility that can be achieved
even with a touchscreen device.
