I *think* Bolt and Megabus drop off at 30th Street Station, not at Jefferson Station, though it really doesn't matter -- the SEPTA trains bound for Norristown stop there too.
SEPTA Bus #98 runs between Norristown and Fountain Dr -- the road to the side of the hotel -- roughly every half hour at approximately :00 and :35 -- with some variation. One-way fare is $2.25. Trip time is 20-22 minutes. Just plug "Norristown Transportation Center" and "Doubletree Philadelphia West" into Google Maps and select the public transit icon to generate a schedule.
