Because they spend their time fixing bugs and improving features. For what it's doing, the Symfony crew is going to gain much popularity (and, thus, money) the more people use it! In return, they let us use their product free of charge to make some money, too. This is just my vision, YMMV. Personally I've been struggling to get Symfony to do what I want since May this year, and my current project is due in September, with less than a half done yet, so I'm really pissed off :-( Bottom line: either this bug should be fixed, or the documentation stating that "if you need to modify [the settings], just create an empty file with the same name in your myproject/apps/myapp/config/ directory, and override the settings you want to change."
