Excellent idea to try to get symfony in GSoC.

I think Rails-like database migrations is more an ORM-level feature
though (Doctrine already has some basic support for migrations IIRC),
so I don't think that should be a project for symfony. An easy
installer script sounds like a good project though to make symfony
even more accessible.
