If you have commit access, the general guideline is that it's OK for contributers to commit small, simple fixes. If it's beyond simple, then probably best to create a ticket for it. You can create your own interpretation of 'simple'. If you don't have commit access, then create a ticket with your patch. Be sure to include unit tests.
