Actually it's something only Fabien can fix. (: I see several references to this problem in google, and the only answer seems to be "download it another way."
Which, by the way, you can do: just download the .tar.gz from the plugins site. Or use svn externals. Yes, I am committed to making plugin-install work, but I am completely stymied by this problem!
