Are these actually loaded or are they just suggestions and/or wishful thinking on the part of plugin developers?
The book never mentions them: http://www.symfony-project.org/book/1_2/17-Extending-Symfony I'm poking at the source and it looks like perhaps they are read first, and then overridden by the app level settings.yml, which makes sense, but I'm not quite sure that's what I'm seeing. The config cache stuff is pretty complex.
