You did not pic the wrong one :)

Propel is NOT dying. The lead developer left the project this summer
(mostly because he's now using python), but then a few others took the
leadership of the project.
So, version 1.4 will probably be bundled with symfony, but it won't
contain new stuff (maybe something little here and there), it will be
just a big check and bugfix on the actual code. Then, maybe version
1.5 will be released, but most likely the focus on the team will be on
the 2.0 version (as discussed on a recent meeting in chat).

Fabien posted that Propel will not be the first choice for sf 1.3, and
will be dropped for sf 2.0. But he said that while still no one had
took the leadership of the project, and in that moment it was dying.
After the announcement of the new leaders, I did not read Fabien's
position about the future of Propel and sf together, but if Propel
will be supported, I think there is no reason to not include it in the
future versions of the framework.
