Then that directory has to be another than the existing ones and empty. It can then be owned by the web user if anyone want to be able to install from the web for some odd reason. It will also mean that none of the many bundles coming from the standard edition does not become automatically configured which is also a good thing. I want to be able to turn them on and off at will and not just by rm -rf. Maybe even app/bundles since it's already contaminated by directories with odd rights.
