I am experimenting with such a service (for Doctrine), however its not
ready yet. It will do CS checks on diffs of commits (only reporting new
violations) and comment on a PR/commit.

But I agree doing this right after the PR has been filed feels like bombing
for the user, and if the PR is never going to get merged anyways it is
demotivating to first force the developer to correct all the CS anyways.
