I'm a fan of Komodo.  It's commercial, but there is a free version
(and they are in the midst of open sourcing most of the core of the
product).  It works on Windows, Mac, and Linux -- I'm using it on
Ubuntu right now.  And it's multi-lingual... php, perl, ruby, python,
javascript, etc...
