This was the first thing I tried adding when it wasn't working... then 
cleared the cache... nothing changed.
All foreign characters are displayed as "?" in a black diamond. I am running 
symfony 1.0.20.
There are foreign characters in other tables that display correctly; it's 
just the translations that don't display.
