Comment #1 on issue 1425 by asmeurer: solve (through tsolve) returns  
AssertionError instead of NotImplementedError

This is similar to Issue 1338. AssertionError should be  
NotImplementedError, so a subroutine doesn't have to
check for AssertionError to see if solve() fails.
