Comment #2 on issue 1425 by asmeurer: solve (through tsolve) returns
AssertionError instead of NotImplementedError

This was preventing some of my ode code from working because I would try to
solve an equation and it would
raise that AssertionError, and my code only checks for NotImplementedError,
so I changed it to raise
NotImplementedError. The fix will be in my ode patch.
