Comment #2 on issue 1999 by asmeurer: Integral(0, ...) and Integral(..., (x, foo, foo)) should autosimplify to 0

fwiw, I would rather it didn't. If you are specifically using Integral() instead of integrate(), it means you don't want it evaluated.
