Comment #5 on issue 1999 by smichr: Integral(0, ...) and Integral(..., (x,
foo, foo)) should autosimplify to 0

This is included in https://github.com/sympy/sympy/pull/44
Only the "Integral.doit() checks for equal limits" part of this issue is
there. The rest is "WontFix"ed.
