New issue 2017 by christian.muise: Add a writable directory for SymPy to
place code generated at install time or run time.

As per discussion on pre-computing facts for the assumption system ([1]
and [2]), SymPy should have the ability to permanently store information
either at compile time or run-time (if know facts are changed).
