Well, I think that would be better if there the labels like 'NeedDiscuss', 'NeedAgreement' would be in issue tracker. (or others name-tokens with the same sense, I am not sure of name-token and with tracker practical usage)

1. NeedDiscuss - a lack of ideas, variants or something else.
2. NeedAgreement - a lack of agreement or something else.

Return to the issue,

It seems, that meanings of Eq as equation statement, or equality as expression must be separated, first of all.

By the way, as curiosity, formally Rational(2,3) and Rational(6,4) are different objects, but they are equal at the same time. (Of cause SymPy simplify those numbers automatically).
