The NeedsDecision is a good idea. I will set it up so that it removes EasyToFix, because I have seen quite a lot in the past few days where people are mislead on EasyToFix issues that really are not fully decided upon yet.

As for this issue, I think the solution is as described at issue 1887. The whole reason for the disagreement is that we are thinking of different uses for Eq, a relational and a boolean (more or less what you said).

As far as equivalence relations go, I think that that could be a mess.
