For what it's worth, I get this without Distribute as well. I just noticed
now because I don't usually run tests via setup.py test (running with
bin/doctest seems to be fine). And I have the same error even inside Tox.
(BTW, I would've expected to be automatically mailed about your comment
here, but apparently not..)
