New issue 3198 by [email protected]: Finish implementing Euler-Langrange
equations

I have started on a module that creates the Euler-Langrange equations of
motion, given a Lagrangian. It is very general and lightweight, but needs
to be finished. Here is what needs to be done:
* Tests need to be added, lots of them from a wide range of field.
* We need to figure out where to put this. Because it has wide
applicability it should not be in sympy.physics.mechanics.
I am attaching the current version of the module.
