Maybe the ODE module, since it generates ODEs? I seem to remember discussing this a long time ago (last summer), and we decided (if I remember correctly) that we should have some kind of odetoos.py, which contains tools for manipulating ODEs, but not necessarily solving them. Maybe this would fit there?
