The latex printing of (x + 1)**Rational(3, 2) with fold_frac_powers=True is
wrong since it misses the opening and closing brackets.
from sympy import latex, Rational, Symbol
x = Symbol('x')
e = (x + 1)**Rational(3, 2)
print latex(e, fold_frac_powers=True)
x + 1^{3/2}
print latex(2*e, fold_frac_powers=True)
2 x + 1^{3/2}
Printing with fold_frac_powers=False (the default) is just fine.
print latex(e, fold_frac_powers=False)
print latex(2*e, fold_frac_powers=False)
\left(x + 1\right)^{\frac{3}{2}}
2 \left(x + 1\right)^{\frac{3}{2}}
