Closing as won't fix. If you do a shallow expansion wrt Mul, you may have factors in terms that will be the same if the expansion were done deeply so you might as well do the deep expansion.

But this can be tricked into expanding terms of an Add as follows:

eq=x+x*(y+1)
expand_mul(eq, deep=0)
x*(y + 1) + x
expand_mul(Mul(2,eq,evaluate=0), deep=0)/2
x*y + 2*x

or

kern=Dummy(); expand_mul(eq*kern, deep=0).xreplace({kern:1})
x*y + 2*x
