A recursive handling of mul and multinomial (that could be extended to
other methods as necessary) is in https://github.com/sympy/sympy/pull/1967:
p=(x+1)**2
expand_multinomial((1+x*p)**2)
x**2*(x**4 + 4*x**3 + 6*x**2 + 4*x + 1) + 2*x*(x**2 + 2*x + 1) + 1
i.e. if you say "multinomial" there will be no multinomial left that can be
expanded.
