This issue is still a problem for me in 0.7.2:

In [44]: x=Add(Pow(4,Rational(5,3),evaluate=False),Mul(Pow(4,Rational(3,5),evaluate=False),Pow(4,Rational(5,3),evaluate=False),evaluate=False),evaluate=False)

In [45]: x
Out[45]: 4**(5/3) + 4**(3/5)*4**(5/3)

In [46]: pretty_print(x)
 5/3    3/5  5/3
4    + 4   ⋅4

In [47]: latex(x)
Out[47]: '4^{\\frac{5}{3}} + 16 \\times 2^{\\frac{8}{15}}'

expected would be (in my opinion):
Out [47]:'4^{\\frac{5}{3}} + 4{\\frac{3}{5}}\\times 4^{\\frac{5}{3}}'
