Certainly the same ambiguity exists for F.diff(x), but a choice was made and diff(F, x) would mean the same as what F.diff(x) currently means. Or else F.diff(x) from galgebra should be renamed to something less confusing, since everywhere else in SymPy diff(F, x) and F.diff(x) are interchangeable.
