Ah, I see, that's unfortunate. The old assumptions (system in which Basic.is_zero participates) is indeed magical. Fortunately old assumptions is slated for removal. Unfortunately it has been in this state for several years and will likely continue to exist for a long while.

Moving a large chunk of old assumptions from Basic to Expr might not be as hard as removing it entirely and would isolate this problem away from matrices.

Another approach is to ask about the use of `is_zero` within matrices. Maybe this should be treated as non-sensical and we should really have an `is_zero_matrix` or just use `__nonzero__`.
