My understanding is that this is all informal. PSF chose one way to do it (I think they do a great job btw), other organizations do it other ways. PSF is an established organization, so they get lots of slots from Google. NumFOCUS maybe will get more than 2, if they can convince Google that they can handle it. That's up to the NumFOCUS admins.
