I've noticed in the past as well that it is not always easy to pick out highlights. Typically the only obvious thing has been completed GSoC projects. It may be prudent to just remove the section if we can't find anything obvious to put there. It isn't as necessary as it used to be since we now actually have complete release notes for all the changes. In the past we just hand curated changes which were typically just the biggest ones since it was hard to manually collect all if them.
