Hey, I have figured it out just follow the guide properly. But still for 
windows when we install ubuntu shell the guide says that we can type ubuntu 
command to shift to ubuntu shell but that doesn't work I don't know why !!! 
Secondly, I can open shell directly so I did that and followed the ubuntu 
guide. So first of all python2 is not installed in Ubuntu 20.04 so while 
using "make html" that would say that python command does not exist. So 
then you have to install python2 first. After that most of the commands to 
get python library dependencies don't work I coz it is not able to find 
files or something. So what I did is installed pip3 after that all the 
python libraries can be installed directly. After that, the make html 
command ran properly and documentation was built. So this was my story of 
setting things up hope it helps someone stuck someday!
