In addition to locate source of the problem, what value CP consists?
Probably the CP is not the same as ichar. In that case try to locate how  CP 
is determinated. To locate exactly where the problem is, full header and 
message body is necessary (please cut out confidential informations and 
message text). If the ichar and CP are equal, no need for executing 
CharsetConversion.
