It looks like the message is badly encoded/formed, as the text/plain
part does not have a "Charset" header, so Synapse is assuming a
default of ascii text.
You will probably need to cater for this type of message in your code.
Suggestion: if there is no charset header in the text part, then get
synapse to use the charset in the main message header if there is one,
as default.
