This issue does also happen when compiling Synapse's EchoSrv-Demo. I connect
to it via telnet, close the connection and it still stays in netstat as
WAITING.

It seems to be a server-side-problem (only the listening-socket is affected),
as my little test-program works wonderfully when connecting to an apache
server and closing the connection.
