 Outlook does not support APOP so it doesn't even try to use it, it
goes with PLAIN or LOGIN without any further tries.
 IMHO this is a clear example of a broken server and with synapse
trying to do the right thing and use a secure login mechanism when the
server advertises it. Trying APOP when it's offered it's ok and should
not be removed, it's the programmer's responsibility to check if APOP
auth is working and if not to switch to PLAIN/LOGIN.
