Your part is invalid. It not have charset information in headers, and by 
RFC is default charset US-ASCII. Your part is encoded as CP1255, however 
it is not written in headers!

Problem is on sender's side. You can made a workaround by setting 
DefaultCharset property to CP1255. But it can work until you got similary 
broken part with some different default charset,

But best will be repair sending program what must be a FRC comatible.
