Outlook is most standard ignorant mailer on the world! Try to answer this 
simple question: "How my mailer can know what codepage is used in your 
part?"

OE is stupid... It not including codepage information and assuming 
windows default codepage instead. But it working only when readers system 
codepage is same as writers. It should work fine if you are sending mails 
inside your country only. But my codepage is totally different then yours 
- even if I run OE, then I cannot decode your part too!

If Outlook include correct charset information to part, then I can decode 
and read your part, when I know to read hebrew.
