Yes, it is, but it's a little tricky:

<DeviceName> is a placeholder for the name of your device.

<PCName> is a placeholder for the name of your PC.

<PId> is the numerical (decimal not hex) partner-id on your device stored in 
the registry at the position \HKLM\SOFTWARE\Microsoft\Windows CE 
Services\Partners\P[1,2] - i am sure you will find it by use of an Pocket-PC 
registry editor like 
http://www.freewareppc.com/utilities/phmregistryeditor.shtml

Locate the file <DeviceName>.cfg in the ~/.kde/share/apps/raki directory
It it doesn't exist create one.

Open this file and create/change the section to

[MainConfig]
Masquerade=false
PartnerId=<PId>
PartnerName=<PCName>
PartnershipCreated=2006,2,14,14,26,00
Password=
SyncAtConnect=false

Save the file, and you have entrapped raki!
