You would see this behavior running dccm instead of vdccm. If you're already running vdccm, turn up debugging and you should be able to see what's going on. Also, if the devices have the same name, you'll need to use the option that Volker suggested to name them by their IP address instead of the device name. To see if that's the problem, you could try giving them different names and see if it works then.
