The reason that wasn't included is because there was no official release of it in 0.10.0. There is an SVN build for it that builds from /trunk, but I believe it is Gentoo's policy that eny SVN trunk builds must be masked (i.e., not generally available unless you specifically go in and change a config file to override it).
