Generally only root can bring up a network interface.  A useful
technique is to bring up the network interface from udev/hotplug,
where scripts always run as root.  Once it's up any user can connect
to it.  I think there are some udev/hotplug scripts included in
synce-serial, if not I have some I can send along.
